the more capable. Thereupon Mr. Lee-Jones addressed a

letter to the Colonial Secretary in which on the score of

length of service and on other grounds similar to those

recited in his Memorial, he insisted on a prior claim to

the appointment. To this letter the Colonial Secretary by

my direction wrote the reply of which I enclose a copy.

I have since the above arrangements were made appointed Mr. C. D. Melbourne, First

Clerk at the Magistracy, to act in Mr. Kemp's substantive

appointment as Deputy Registrar and Appraiser and I have

confidence that with this extra assistance Mr. Kemp will

be able to discharge the duties of the responsible posts

to which he has been appointed to the satisfaction of the

Government and of the public.
